Summary

As discussed in #70, this adds an endpoint to the API server to collect status events from clusters. As discussed in #77, the kick server will use this endpoint to submit information about its services starting up or stopping.

Status

This is still in progress. Please do not merge yet

@PandaWhisperer, would you aim this pull request at a branch named development/alpha-03, please? You, Peter, and I will have to do integration testing and otherwise fidget with details before we can shove alpha-03 into master, haha.

Sure can, but not unless that branch exists, and I'm too lazy to create it right now.

I'll just close this PR and open a new one on Monday.
