Panda Sky version 2.4

Includes:

• Interface for mixins
  • Augment the CloudFormation template with additional resources and IAM role policy statements
  • Augment the Sky CLI with commands to act directly on the mixin resources.
• Tighter IAM role policy statements for the Core Sky deployment.
• Sky Publish is now sensitive to changes in IAM role policy when issuing updates
• Basic reference implementations of Sky APIs that use either the S3 or DynamoDB mixins, accessible via the commandsky init <MixinName>
