Add support for TOML format (using @iarna/toml library).

[x] Add yaml-toml shell script in libexec.
[x] Write src/toml.coffee and compile files to lib folder.
[x] Add a TOML test suite, with test TOML files.
[x] Update README with a new TOML section.
