Create release=2.16 #153

Thanks! The release pipeline will probably fail if we merge this, as pandoc-crossref hasn't been updated yet to allow pandoc 2.16. We could still merge this now, and update the images and freeze files once the update has happened. What do you think @alerque?

Merged it, thanks again! Still waiting for the pandoc-crossref update so we can create a new images for this version.
