Update default TeXLive version to 2023 #197

Update TeXLive

Address bug https://github.com/pandoc/dockerfiles/issues/196

I think I need to update the versions.md too?

Thank you. We can do the change in version.md afterwards. For now this is all that's needed.

It seems that biber is broken on Alpine. We've seen that test failing for a few weeks now, but I don't know why (and didn't have time to look into it). I've disabled the test for now, but I'm unsure whether it's better to have a broken TeXLive or a broken biber. I'm leaning towards merging this, and thus breaking biber.

I couldn't find a solution for biber on Alpine. I'll probably have to push a manual update for the supported Alpine images later today. Merging...
