Create new mod with Terumet and wind power parts #153

Create new mod with Technic as a basis, and add Terumet Oresaw enhancement and Equipment reformer as well as LV/MV/HV wind power stations.

Not sure about the other two machines, but 👍 for wind turbines, a MV one actually already exists in technic, but isn't craftable: https://github.com/mt-mods/technic/blob/master/technic/machines/MV/wind_mill.lua

Wind mill is disabled because it is very broken piece in terms of game balance. It is basically same as solar array but way cheaper, works full time and if I remember correctly does not have to be that high (but still has similar efficiency thing that solar arrays have).
