Adjust Tube splitting stacks #286

Huhhila 1: consider removing keyboard control of "allow splitting incoming stacks from tubes", 2: make that lockable and/or 3: make it controllable by digilines (or any other non-manual way), or 4: introduce tube types that never split stacks

SX "any other non-manual way" ^^ Was container tool allowed to be used with node breaker without admin privs...? Not much simpler but answer to any other non-manual way...

      1. sounds a lot like a request for additions just to 'fix' player's clumsyness.
  2. yeah digiline might be viable
  3. machines inventories control that well already or I'm missing something
