What steps will reproduce the problem?

What is the expected output? What do you see instead?
Expecting success, I see instead:
ssh: exited: Error connecting: Connection refused
rsync: connection unexpectedly closed (0 bytes received so far) [Receiver]
rsync error: error in rsync protocol data stream (code 12) at io.c(601)
[Receiver=3.0.8]
What version of the product are you using? On what operating system?

Apps like botsync can successfully connect to the same server.
