move git-jeweller to build.neon #152

Can you explain what this does? Treat me like an idiot who doesn't know what it's all about.

Currently we have a xenon job git-jeweler which uses https://github.com/pangea-project/pangea-geminabox to do clever things to deploy update ruby gems in our local gem server. Does this do the same? How does it work?

apologies, i'm the one that's been an idiot. i moved the wrong file and as usual didn't double check my stuffs.

correct template moved this time and have corrected the git url to point to https://invent.kde.org/neon/infrastructure/pangea-gemstash which we setup last year to replace geminabox.

pretty sure it won't be working but having it on spara will mean i can run it, see the results and fix it. and secondly it'll be one less thing left on xenon.
