Re-enable GitHub actions after 60 days of inactivity #1

The GitHub actions workflows for this repo have been temporarily disabled since there's been no activity on this repo for 60 days (xref https://docs.github.com/en/actions/managing-workflow-runs/disabling-and-enabling-a-workflow, https://github.community/t/no-notification-workflow-disabled-after-60-days/182169).

This PR makes a small change to the README so there will be some type of git activity which will (hopefully) cause GHA workflows to be re-enabled. I'm not totally sure who I should ping on this. Maybe @scottyhq?

thanks @jrbourbeau I'm not really monitoring this stuff these days. Pinging @rabernat and @choldgraf and @TomAugspurger in case they want to keep the pangeo-bot alive and well

Also, I would be happy to add you to the pangeo-data github org admin list in case you want to be able to merge things, but hopefully the others i pinged will chime in

Added you both as collaborators here. I believe @rabernat has all the passwords and logins for pangeo (including pangeo-bot) in a keybase group

Thanks @scottyhq! It looks like collaborators can manually re-enable those GitHub actions workflows

I've done this and kicked off a workflow run. Let's see if pangeo-bot opens up conda-forge PRs 🤞
