pin netCDF4 version #47

This fixes pangeo-data/pangeo#257. By specifying the netCDF4 version > 1.4, we should ensure that cftime gets installed.

This was previously working, and I have no idea where / when it broke.

Also a chance to see whether #40 works.

The travis build worked for the PR, but the deploy script wasn't run (since it's a PR).

If I merge this, I believe it will deploy both the helm chart and the new docker image. The only way to see if this is true is to merge.

@jacobtomlinson, @jgerardsimcock...any comments before I merge?
