Add github-app-user-auth #97

I figure it doesn't yet close #96, I need to deploy changes so that the user pod's start with a certain environment variable and a /etc/gitconfig file mounted. I'll also want to test it as well after having done that.

I'm iterating with Yuvi about smaller details in https://github.com/yuvipanda/github-app-user-auth/issues. It is really fun to work on something when there are active participants across the entire chain, from developers to end users!

I'll ping you in #96 when I've verified it to function!
