Update package guidelines #890

This is a small update to our package guidelines document. The main changes are

  1. A link to pyOpenSci's package development guide
  2. A relatively small update to our "pangeo best practices" list.

The second commit, 69b4bbeb92e4e4d0702f1bb88a8f2b64012e638e, fixes a couple sphinx build settings.

Thank you for this - i left a few notes - just because I know our packaging guide is going through a heavy update right now and the content online now is very sparse. this all will be stable by the end of spring 2023. community review takes time :)
