Add CunnaneTransform, use in QuantileMapper class

This PR adds a new quantile transformer. It functions similarly to scikit-learn's QuantileMapper but has a few extra features/parameters:

• uses Cunnane plotting positions
• optionally supports extrapolation when plotting positions are outside the bounds of the fit CDF
• is much faster for datasets with > 2500 samples
