First attempt in https://github.com/pangeo-forge/staged-recipes/pull/122

Issue not solved because the dataset has many options, with different dimension sizes. In addition to these options https://www.ncei.noaa.gov/sites/default/files/2020-04/woa18documentation.pdf, there are options on resolution, on time averaging periods etc.

Wondering if this would all be part of 1 recipe or few separate recipes.
