point at latest pangeo-notebook image #7

Now that we have made pangeo-notebook a more full-featured image, I think we can remove most of the config here.

Seems good to me.

Do you have any want / desire to set up dependabot here like we are for the jupyterhubs in pangeo-cloud-federation? Then you don't need to worry about updating manually.

If so, then you would need to pin to a tag like 2020.07.03 and a .github/dependabot.yml like https://github.com/pangeo-data/pangeo-cloud-federation/blob/staging/.github/dependabot.yml (with updated paths).
