Changes Proposed:

Add new message when no one has been recruited.
Check the timer, in add, reset and view.
Add RecruitFriendWorld to reload the configuration file options.
Create the RecruitFriendStruct to better accommodate the different variables.
Add timer to the command usage message, so you know how much time is left before you can use it again.
Add a workflow that validates the files, and the way to write the code.

How to Test the Changes:

Create a character
Use the different commands.
Enable the use of the timer, and even play with time, increasing and decreasing it.
