A former colleague of mine pointed out that they weren't sure if our definition of "host" includes clients AND servers, or if it's only clients.
They said that "on behalf of user(s)" could be interpreted meaning just clients.

Maybe let's rephrase it to be more general, e.g., rephrase "application programs"?
Maybe let's just add one sentence giving examples and then one example is a server?
