first draft of fairness, privacy, and proxy discussion #84

I made a single PR for both issues. I tried to capture our discussions in both issues (#80 and #81) in this PR. Feel free to remove any text if you don't think we should discuss this in the draft.

I added some discussion about possible fairness concerns in Section 3.1 (see #80).

I added some discussion about privacy enhancing technologies (see #81) and privacy concerns (#80) in the security consideration section.

Applied your suggestion, thank you! I'll merge. I think this PR resolves both of our outstanding issues, so I'll notify Colin that his review comments have been addressed and ask if he's happy with the resolutions. Then if he is, I'll publish a new revision.
