IC2 Experimental API port #137

I've done porting APM to the new IC2 Experimental API. Everything works fine, but there is one change: you can send only one energy packet. Output rate do nothing in adv. emiter, adjustable transformer and battery station (and it will not be possible).

I haven't forgotten about this but haven't had time to merge this into a separate branch. I don't want to merge this into the master branch at this time.

Is there anyway I could have a compiled version of this mod? Im running IC2 2.0.298-experimental
