Option to use Pantheon LocalDev without wifi #79

It would be great if there would be an option to use Pantheon LocalDev without wifi for totally local development

This would be a cool feature but right now Localdev pretty heavily assumes an active internet connection. Going to move into the icebox for future consideration.
