Cannot connect to Solr Instance in local development environment

I'm having a ton of issues understanding the documentation for how to setup a local index to develop against. I have the MU plugin created to define the local setup, but where do I point this? I have a local lando pantheon wordpress setup but no matter where I point the config it never pings successfully. I've tried the following.

• local docker container for the Solr index (via lando info)
• the live, test and dev pantheon environment IP

Nothing works after hours of trying to figure out where to point it. I guess there are a few fundamental questions that I can try and clear up that may help guide me.

• Am I right in believing that for local development I need to point the MU Plugin to the lando Solr Instance?
• Am I right in thinking that there is no public ip I can use for pointing to a pantheon environment since what is shown in the config is a local network IP 10.x.x.x?

For anyone else that comes upon this in the future, you could also:

• Follow install-solr.sh to run Solr directly on your local machine.
• Use the kshaner/solr Docker container referenced here
