This is the simplest way to install the plugin:

terminus self:plugin:install pantheon-systems/terminus-site-clone-plugin

That command is listed under "Install Via Terminus 3" with a separate command for using Composer, but when I run this command I get this error: Please install Composer to enable plugin management.
