[SITE-372] Filter subdirectory networks custom wp-content directory warning #144

This pull request adds a filter to disable the subdirectory networks custom wp-content directory warning.

This PR is dependent upon https://github.com/pantheon-systems/pantheon-mu-plugin/pull/51

Additionally, it bumps the Filters mu-plugin version.
