There are some modules within IDS that are unfinished (Demographics, Telemetry, some Observation, Site Security), and some that are completely unused (perhaps because they were never rolled out properly or because they do not have the functionality that the users require). Phasing these modules out might help us to concentrate our work on modules that need it most.
