DV-488 ⁃ Implement better IDSM data syncing processes

Once we determine the best way forward with https://pantheracorporation.atlassian.net/browse/DV-487 , this task is to implement the better data syncing processes. This will include adding more notifications for the user to understand what has been synced (determined in the abovementioned task), as well as potentially adding a button to force-sync any records that might be “stuck” locally but hasn’t been synced previously (Valentine mentioned that Kelly has been experiencing this in Angola with the camera management features- where her online records are missing some records that she has locally, even though she was synced since then)
