Extend open project tests

• Add support for querying python facets with their python sdk
• Improve custom pants building with timeout and error message reporting
• Bump ide-probe version to latest
• Cleanup accidentally commited binary files
• Rename targetSpecs to pants.import.targets
• Added checking of packagePrefix in content root for bsp (test passes now because expected value is incorrect, the issue needs to be fixed in fastpass)
• Added checking if pants plugin setup python facet with valid sdk for python modules.
• Bump default pants version to latest release
• Test PythonFacetInspection to set python sdk for all modules with BUILD files.
