Download tasks stay active, even when network interrupted #15

Shortyz 3.0.4 on XOOM running 3.1.  This will simulate the issue

1. Disconnect all network access (3G and wifi)
2. Start Shortyz and allow puzzle download to begin

What happens is I get the downloading puzzles notification. Since network 
access is not available, the task will continue attempting to download and 
never stop. Rebooting the device kills Shortyz, but not the notification as it 
restarts within 15-20 seconds of being at a stable state.

Is there a way to manually stop all child tasks or have the tasks timeout after 
a certain period of network non-activity?
