Report Cardano Node Software and Commit Version for Each Stake Pool #173

In production especially, stake pools should only run Cardano Node versions and commits that have been certified by IOG. PoolTool should report the status of node software for every stake pool so that potential delegators know that the node where they stake their money operates in a manner consistent with the health of the whole network.

For example, the principles expressed by CH in https://www.cryptoglobe.com/latest/2022/09/ada-charles-hoskinson-hopes-to-see-a-certified-wallet-notion-on-cardano/ should apply to Cardano Node (https://github.com/input-output-hk/cardano-node/releases) software as well, especially considering that Cardano Node software is open source.

Cardano production AND TESTNET environments need to be protected--not only against MALICIOUS actors, but also against STUPID actors.
