added message for relative localization filter #83

This message is for a relative localization filter that uses range from a uwb to localize other drones. The message RLFILTER is used the relative_localization_filter module, for which a pull request has been made to paparazzi master

My only remark is about the ekf_ reference in the fields name that may not be necessary.
