Implement conversation reminders v1 #826

Description

The first version of conversation reminders will be relatively simple:

[x] Users can toggle the feature on/off in the account settings page (default: off)
[x] Users can set how long to wait (in hours) before sending reminders to conversations that haven't been replied to or closed (default: 72 hours/3 days)
[x] Users can set the max number of reminders to send to a conversation before stopping (default: 3)
