function: find top-level-project dir #3

Similar to asking git for the .git folder.

Caveats:

we don't always have a .papermill file or folder
maybe fail if not found, but search for markdown and offer to add that file
if possible at all as a shell function; needs to be debugged hard

Options:

we could depend on git and just ask them
