Nether render mode does not remove roof #3

What steps will reproduce the problem?
1. Render a map in nether mode

What is the expected output? What do you see instead?
The top layer of the world should be omitted from the rendered map.

Please use labels and text to provide additional information.

Fixed in v2.10. Changed Nether block filter to remove the roof starting at 
height 128 instead of the max height.  Also removes any mushrooms sitting on 
that layer.
