What are the criteria to make a structure global/re-usable vs local/in-line definition? #72

We have started with a mix of global/reusable schema components and local/inline definition. Then, we moved to the "everything local" rule (with the exception of the Paper structure which is global/reusable). Now, we may revisit this "everything local" rule as it might make sense to have more global/reusable schema components (e.g. Description from @bengtwentus email).

At this stage, let's not make it a rule, but let's discuss every suggestion to make a reusable structure as global/reusable schema components.
