Take a moment to re-read the paragraph explaining this section. We know the baseline for Bryce national park, but the goal is to find out how many sheep we would need to observe at yellowstone to see if there is a difference in infected sheep rates. So what we are trying to get is a sample size that we need to look for at yellowstone. By checking 870 sheep and seeing the % of how many are infected at yellowstone.

That's correct, that way both bryce and yellowstone are being compared with the same sample size.
