enhanced the GHActions so the compiled binaries are downloadable
enhances the GHActions so a new build can be triggered manually
- that is hard to fully test out on a fork
updated some versions
other minor documentation or comment clean up

if you are ok with these changes to the GitHub Actions I would suggest a SQUASH so that the main branch only has 1, nice clean commit
