BUG reappearance: Files not properly processed: AStF vote sits waiting for another vote

The bug of Accept-Straight-to-Finalization not processing directly to the "Approved" section but remaining in the "Waiting" section seems to have reappeared.

Would you please make the following file available for finalization (AStF got stuck):
