Reactivate telemetry #76

What feature are you requesting?

We needed to deactivate the telemetry to fix an issue in the shared/ crate. Now that this crate has been decoupled from the pg_analytics repository, we can safely add the telemetry back.

Why are you requesting this feature?

Non-intrusive visibility in usage of the extension

What is your proposed implementation for this feature?

We can bring the relevant code from paradedb/paradedb here.
