currently, when quoter 403s, there is no message at all making the user wonder "WHAT WENT WRONG?? UR BOTS STUPID"

DMing the user to say:

quoter 403'd
check the permissions
ask an admin to reinstall it
reinstall it yourself

ive been getting error logs of exclusively this for ages.
