Python/Django here.. but it also makes sense to stay with a Php-based framework - Symfony is fine (provided you bootstrap :-) ).

I'm most familiar with rails out of the 3 options mentioned so far but I don't know how much time I'll be able to contribute to this so I wouldn't weigh my vote too heavily.
Vijay, how do you feel about rails? We will have to move from fogapp to heroku or something similar.

I am fine with rails, I havent used with Ruby to the same depth as Python. but it'll be fine. if we are switching, we should switch and bootstrap the code sooner rather than later, would be my suggestion.
