Should We Implement the Brainpool Curves? #18

We're aware that they are required by Germany's Technical Guideline BSI TR-03111, but otherwise do not know of any entities that actually need them.

Please speak up if you do.

Should we choose to pursue this, be forewarned that we cannot use the faster a = -3 or a = 0 formulas. We'd be stuck with a slower generic formula.
