Fix Broken Tests #6

All of these failing tests appear to be Wycheproof tests around BER encoding.

Once https://github.com/genkgo/php-asn1/pull/2 is merged and a new release is tagged, this will be fixed via https://github.com/paragonie/phpecc/commit/a998653b63f2a3654be9f40ba9b464fa952b8fad

This will enable us to cut a new release
