Build and package #40

Added Win 32/64-bit configuration, build, and packaging steps. Addes Mac configuration and build steps. Packaging for Mac to come later.

Moved packaging resources from the root into the new package subfolder. Updated Win script to package properly from that new location.

Included resources for Mac packaging. Resources tested with manual packaging/signing steps. Instructions (and script) for Mac packaging/signing will come later.
