Update the quickstart sections [Docker support]

This issue is to track the update work needed when https://github.com/parallaxsecond/parsec/pull/654/ is merged. First, update this section https://parallaxsecond.github.io/parsec-book/getting_started/installation_options.html#option-2-download-a-quick-start-release with the new directory structure. Second, Add a new section for downloading/building/running the quickstart docker image.
