Setup monitoring for the Marketplace #1192

We have no monitoring setup to know if the Marketplace is alive or what its usage is. For example, to help with branding *.paratext.bible was redirected to *.paratextstudio.org. This broke the marketplace, and we didn't notice for 2+ weeks. I know it's not used right at this moment, but it's going to become very important to know quickly if it goes down for whatever reason. Also, we'll want to know roughly how often the API is getting hit.

LT Ops has Grafana integrated into Rancher, so there is a way to see charts of resource usage. We still need to setup alerting, though.
