Identity - App: Add menu item and command to open app user info dialog

User Story As a user, I want to identify myself to the platform so that the platform knows who I am relative to projects.

Description

Depends on #829, #830

• This stitches together these two tasks - creating app user info and creating the UI dialog for configuring app user info

We need a menu item people can click on to change their app user info:

• [ ] Add command that opens the app user info dialog
• [ ] Add menu item that runs that command
• [ ] At startup, if there is no app user info, open the app user info dialog
  • @paranext/paranext-ux - please let us know in the comments what you think. Would be glad to discuss for understanding. Until we hear a final verdict, we will go ahead and make this dialog appear.

Ian said in this comment that we are very likely to have users fill out their user info almost immediately, so let's open the dialog if there isn't user info unless we hear differently from UX.
