Extend metrics #3

Added an additional metrics, clients_per_channel. This is intended to help identify unused channels, to close them down, and locate bots, with the intend of registering/documenting existing bots and their usage.

I don't fully understand the intent. "This is to help locate clients and possibly deprecate channels with no clients". Locate how? Deprecate individual channels, why?

We hope to be able to use this longer term to track down remaining bots connecting to ircstream (assuming any bot which switches to regular eventstream would leave the channel) and having a metric which channels are still used makes this more visible, which channels are shrinking to zero users.
