Change handling of week in review and the likes #10

Right now we dont add tags to articles which have the following in their title:

week in review
community goal:
freelance report:
week in powerplay

Instead we should apply tags to these "types" of articles. We should also add a tag on them, tag articles with week in review with week in review etc.
