Add channel blacklisting #91

If a channel is on the blacklist, the bot wont join unless the join command is used by a bot admin.

Also if it is in that channel make it part immediately unless a bot admin tells it not to.

I have some of the plugin done. But I will need to finsh and test it. I will push it out to my fork tonight for testing if i dont forget.
