Consider creating a "delete-problem" command to ramp-database #561

When using the add-problem ramp-database command (or ramp setup deploy-event) it creates a problem in DB. There is a command to delete an event: delete-event but not to delete a problem. I propose to add a delete-problem command to ramp-database to remove a problem from "problems" in DB.
